Hebe armstrongii (Armst.) Cockayne & Allan

Dense, rounded, compact conifer-like shrub to about 70 cm tall, often with rough, scarred stems. Leaves distinctive whipcord, closely pressed foliage having yellowgreen stems. Flower clusters of 2-6 flowers. Flowers white.
